Prodesp Selects Oracle to Improve QoS in São Paulo

Prodesp, a State Government Technology company, selected Oracle Exadata Cloud@Customer and Oracle advanced database technologies to deliver a number of services that have improved the day-to-day lives of the citizens in the State of São Paulo, including simplifying the processes for starting a business, eliminating the use of paper by the government, and standardizing and centralizing the data of the public health network.

These and many other programs have been made possible through operational agreements between Prodesp and Oracle in a contract signed in 2020. This agreement calls for the delivery cloud and on-premises services and the use of innovative solutions to further accelerate the government’s digital objectives, enabling savings of $7 million in a 12-month period. The partnership not only provides a cost reduction in purchases at scale, but also speeds up the acquisition of technology which is critical for public agencies and companies in São Paulo to continue improving their internal processes as well as the services provided to the citizenry.

With a 15-year close working relationship between Prodesp and Oracle, they have implemented systems to deliver programs that have benefited not only the employees of the State of São Paulo but, principally, the millions of citizens who use the systems such as SP Sem Papel (Paperless), S4SP Health System, Balcão Único (One Portal) and Poupatempo (Time Saver).

Sem Papel: Since 2019, the program using Oracle Exadata Cloud@Customer has transformed the way that the government produces and manages documents more quickly, generating savings and transparency for the public administration through digitization. So far, more than 14 million documents have already been digitized, facilitating processes and internal procedures.

S4SP Health System: Using Oracle Database and Middleware, Prodesp and the Zerbini Foundation of Heart’s Institute (Incor) created the S4SP system that standardizes and centralizes the data of the public health network. It facilitates several procedures for public hospitals and the citizenry, such as scheduling appointments and exams, beds management and even managing medications. So far, more than 14 million services have been performed by the system.

Balcão Único: In early 2021, the Economic Development Secretariat launched Balcão Único to support opening businesses without bureaucracy. The 100 percent online system is enabled by Oracle RightNow technology.

The main agencies and companies in the state, such as Poupatempo, Detran.SP, and DER, benefit from Oracle solutions.

André Arruda, CEO of Prodesp, believes that in times of intense transformations, accelerated even more by the pandemic, the partnership with Oracle has proven to be fundamental to the functioning of the state administration.

“Prodesp has spared no effort and works tirelessly with employees and partners to develop innovative solutions that allow the citizenry to have access to the services offered by the Government of São Paulo through platforms and safe, efficient, and intuitive systems,” highlights Arruda.

André Bento, Oracle’s Regional Sales Director, states that the role that Prodesp has been playing is crucial in accelerating the digital strategies of the Government of São Paulo. Partnerships like this provide access to technology, allow for agility in the provisioning of new services to citizens, which, especially in the present time, positively impacts consumption and perception of public services.

“With this partnership between Oracle and Prodesp, it is not only possible to deliver services that improve the perception of public services and reduce costs, but also positively affect the daily lives of public servants. Through more automated systems they can now use part of their time in activities that have greater impact on the population of the State of Sao Paulo, while improving their own quality of life,” explains Bento.
